The Utility Records Collection Specialist is responsible for gathering, organizing, and validating existing underground utility records that feed the company’s survey and SUE deliverables. This role manages the one-call (811) ticket process and serves as the primary liaison to utility owners and facility operators for obtaining as-builts, maps, GIS data, and other source records. The work directly supports Quality Level D (records research) deliverables under ASCE 38 and provides the documentary foundation for higher-level utility investigations.
Key Responsibilities
- Submit, track, and manage one-call/811 locate tickets across relevant state and regional one-call centers, ensuring accurate dig-site descriptions, proper notice timing, and ticket lifecycle management (renewals, updates, closures).
- Research and request existing utility records from facility owners, municipalities, and agencies, including as-built drawings, utility atlases, GIS shapefiles, plan sheets, and permit records.
- Compile, catalog, and organize collected records into project record sets, maintaining consistent naming, versioning, and source attribution for downstream CAD and mapping teams.
- Track record requests through completion, following up with utility owners and documenting response status, gaps, and non-responses.
- Perform quality control on incoming records, verifying coordinate systems, scale, legend/symbology, and completeness before handoff.
- Maintain a master utility-owner contact database and record-request log for each project.
- Support the mapping/CAD team by identifying which utilities are covered by records versus those requiring field verification.
- Assist with FOIA/public records requests and utility owner data-sharing agreements as needed.
- Ensure compliance with state one-call laws, notice requirements, and internal SOPs.
Required Qualifications
- 2+ years of experience in utility locating, one-call/811 processing, records research, land surveying support, or a related utility/construction field.
- Working familiarity with the 811/one-call process and underground utility types (gas, electric, water, sewer, telecom, fiber).
- Strong organizational skills with demonstrated ability to manage many concurrent requests and deadlines.
- Comfort reading utility maps, as-builts, and plan sheets; basic understanding of coordinate systems and map scale.
- Proficiency with standard office and records tools (spreadsheets, PDF, file management).
- Clear written and verbal communication for coordinating with external utility owners.
Preferred Qualifications
- Familiarity with ASCE 38 SUE quality levels, particularly QL-D records research.
- Exposure to GIS platforms (ArcGIS/QGIS) and/or CAD environments (AutoCAD Civil 3D, Map 3D).
- Knowledge of state-specific one-call/dig laws in the company’s operating regions.
- Experience with SUE, subsurface utility mapping, or damage-prevention workflows.
